The skin on the milk is formed after it is heated up because of the chemical reaction that affect protein and fat molecules interact with each other.

When the milk is boiled up, soluble milk proteins get denatured and then coagulate with the milk's fat and form a sticky skin across the top of the milk, which then dries by evaporation. This skin is harmless and can be consumed.

Although the denaturation process, the nutritious value of the milk skin is unaffected. As a result, it's not so tasty but very nutritious.
