The human babies starting walking, once the brain develops over a year. Human brain isn't enough developed at birth because, if that happened, the brain would be larger in size, requiring the larger skull, thus, making childbirth more difficult.
The animals like elephants and horses walk only on their toes. However, humans use both the heels and toes to walk. Which means they use the full length of their feet which makes walking a complex skill. Hence, it requires more coordination and brain power, resulting in more time for us to walk.
