Why do CCTV cameras still have so low quality?

While watching a CCTV footage of a crazy accident on YouTube or any other CCTV footage, it's hard not to notice the seemingly poor quality of the video. But why do this happens? Why do CCTV cameras still have so low quality? 


Let's know, 


Despite all of the advancements in the technology of video, surveillance or security footage almost always looks like its two decades out of date, blurry, grainy and monochromatic. 


Smartphone cameras have many advantages like vivid colours and minute a size, but security cameras don't necessarily need to be capable of recording colour or to be small. Instead, they are more adapt at shooting in low-light conditions, high-contrast situations or such as a person wearing dark clothes at night. 


Normal cameras can't conduct a good picture in such conditions, but security cameras have (IR) infrared technology that can illuminate a dark area and still generate a good picture. Also, zooming a picture in your phone results in pixelation because it is digital zoom whereas CCTV cameras have optical zoom feature where the cameras physically moves. 


So, conclusion is that the CCTV footages are grainy and low quality because they are made different and their purpose is also different.
