Actual problem of the redness or itchiness of eyes is urine present in the pool not the chlorine.
Chlorine has been put in the pool to kill the germs. But when it binds with the urine present in the pool (which is put in the pool by the swimmers), it forms the chemicals called chloramines. According to CDC, those chemicals are what cause your eyes to become so irritated.
Swimming in water with urine present in it isn't going to kill you. But going to the swimming pool anytime you need to take some precautions and the best way to protect your eyes is to wear water-tight swim goggles.
You can also use lubricating eye drops or gel tears, before and after the swim to minimize the irritation of eyes.
